CEA has already notified the 40% MTL target with a phased implementation roadmap (2022 regulation, 2023 notification) and proposed incentives for flexible operation. The direction of policy is set; the open question is execution speed and how compensation gets structured.
CEA's draft findings suggest the highest-leverage fix isn't expensive plant redesign, but better-executed start-ups, shutdowns, and ramp management — supported by OEM consultation and improved controls. Lower-capital, faster to implement than full mechanical retrofits.
Turnkey BESS costs fell roughly 40% in 2024 alone, and auction tariffs followed. Combined with VGF support covering up to 40% of capital costs, storage is shifting from a future option to a near-term, bankable complement to thermal flexibility.
Active consultations — including Grid-India's AGC/SRAS framework proposal and CERC's storage tariff reforms — show India building the market mechanisms to properly compensate flexibility for both thermal and storage assets. As these mature, the financial case for flexibility retrofits should strengthen.
NTPC's entire thermal fleet already operates at a technical minimum load of 55% during periods of low demand — a proven, fleet-wide benchmark, not a one-off pilot. NTPC is pushing further, inviting proposals for new 150–250 MW units built to run two shifts at just 25% minimum load, and has issued an Expression of Interest for flexible thermal units in that range to support grid balancing.
Taken together, the evidence above points to a consistent pattern: the technology and the operational playbooks for flexible thermal operation already exist, tested in pilot form. What's missing isn't capability — it's adoption, and the sector's biggest structural gap is the absence of shared, verified data on what flexible operation actually costs plants in wear, maintenance, and lifespan.
No single utility, OEM, or regulator can resolve that disagreement alone.
